HEALTH, SAFETY & ENVIRONMENT
•Promises to bring approximately 70% coal, chemical, petroleum, hazardous cargo into a populated community
•“Carrollton Curve” increases risks to safety, potential for derailments related to mechanical or human error
•Increase of pollution in our communities due to rail emissions, leaks, spills, and potentially from open coal cars
•Construction may disturb hazardous materials
QUALITY OF LIFE
•At least 30 trains per day, up to a mile & a half long to start, promise perpetual noise and vibrations, 24 hours a day with potential for significant increases into the future
•Significant increases in rail traffic will bisect neighborhoods particularly if sound walls are implemented as “mitigation” making it difficult for pedestrians to cross
PRESERVATION
•Vibrations and construction threaten the integrity of fragile masonry tombs within our historic cemeteries dating back to the 1840s
•Vibrations threaten foundations and integrity of historic structures and homes within a National Historic District, some rebuilt with federal dollars after Hurricane Katrina devastated our community
•Potential acquisition, expropriation and demolition of historic structures within a National Historic District
COMMUNITY
•Potential closure of Central Ave in Old Jefferson dividing communities
POTENTIAL CITYWIDE IMPLICATIONS
The promise of 15 years of construction on roadways, will inevitably cause road closures and detours.
Projects include:
•Modification of the Deckbar Ave overpass
•Modification of Earhart Blvd. main roadway
•Reconstruction of bridges at Palmetto Canal
•Reconstruction of the Airline Drive / Tulane Avenue Interchange
•Modifications to the substructure of the 1-10/Carrollton overpass
•Reconstruction of the City Park Ave overpass
•Removal of the “dip” in I-10, Airline Hwy and I-10 rail overpasses
•Closure of Central Avenue
Potential delays to Amtrak passenger trains due to a stretch of shared track
Hazardous freight cargo traveling on shared tracks with passenger trains, and along I-10 significantly increases the exposure to safety risks to all passengers and motorists
